FTE in one paragraph

Why the 50-FTE number matters most
The single most common reason a small business calculates FTE is the Affordable Care Act: an employer that averaged 50 or more FTE over the prior 12-month lookback period is an Applicable Large Employer (ALE) and generally must offer affordable, minimum-value health coverage to 95% of full-time employees or face an IRS penalty under 26 CFR 54.4980H. The IRS computes monthly FTE by dividing each employee’s monthly hours (capped at 120) by 120, then averaging the 12 monthly totals. Part-time employees still count toward the 50-FTE line — which is exactly why a restaurant with 40 full-timers and 30 part-timers can cross the threshold without realizing it.

The FTE formula
The standard FTE calculation is:
FTE = Total labor hours ÷ Benchmark hours
Pick a benchmark that matches the planning horizon:
- Annual: 2,080 hours (52 weeks × 40 hours, the FLSA standard work year)
- Monthly: 120 hours (30 hours/week × 4 weeks, used by ACA FTE counting)
- Weekly: 40 hours
One full-time employee working 40 hours/week equals 1.0 FTE regardless of the benchmark you choose, as long as you apply it consistently across the team.
What Is FTE Calculation Used For?
FTE calculation converts part-time and full-time hours into one comparable number used for ACA employer-mandate compliance (the 50-FTE threshold), benefit eligibility, and staffing benchmarks. Choosing the right benchmark
Different programs specify different benchmarks:
- General workforce planning typically uses 2,080 hours/year.
- ACA full-time determination uses 130 hours/month for safe-harbor eligibility and 120 hours/month for FTE counting.
- Grant reporting may use 1,560 or 1,800 hours depending on the agency.
State the benchmark up front in any report. Two companies can report “1.5 FTE” and mean very different things if one used 2,080 and the other used 1,560.
Actually, I once worked with a startup that reported FTE to investors using 2,080 but to the IRS using 1,560. They got flagged during an audit because their numbers didn’t line up. Consistency matters.
Worked example: 3 part-timers
A small clinic staffs the front desk with three part-time employees, each working 20 hours/week:
- Total hours: 3 × 20 = 60 hours/week
- Weekly benchmark: 40 hours
- FTE = 60 ÷ 40 = 1.5 FTE
Annually, the same staff works 60 × 52 = 3,120 hours, or 3,120 ÷ 2,080 = 1.5 FTE. Switching benchmarks doesn’t change the answer if you apply the same benchmark on both sides of the equation.
FTE vs headcount
Headcount counts bodies. FTE counts labor capacity. A team of 4 full-timers and 10 part-timers at 20 hours/week has a headcount of 14 but an FTE of:
- 4 full-timers × 1.0 = 4.0 FTE
- 10 part-timers × 0.5 = 5.0 FTE
- Total: 9.0 FTE
FTE is what matters for capacity planning, benefit budgeting, and most compliance thresholds. Headcount matters for things like parking, badges, and office seating.
Where FTE actually gets used
- ACA threshold. Employers with 50+ FTE are Applicable Large Employers and must offer compliant health coverage to 95% of full-time employees.
- PPP loan forgiveness. FTE levels during the covered period were measured against a baseline, and reductions could cut forgiveness.
- Grant budgets. Federal grants often cap the FTE a principal investigator can charge.
- Pay equity analysis. Comparing pay across roles is cleaner in FTE terms than raw headcount when part-time staff are involved.
Common FTE mistakes
- Using headcount when FTE is required
- Mixing monthly and annual benchmarks in one report
- Forgetting to include seasonal or temporary workers in the ACA lookback
- Counting 1099 contractors — they’re not employees and don’t count toward FTE
